Record Target Achievement/Observation via Event Logs

Hello, 

On the event logs, where you have the option to record target achievement/observation - if you do not have permission to record an achievement please could you not see the star "record achievement" option? Currently you can click into it and the permission triggers when you press save, which I can see would be frustrating.
